Is Hillary the Best Option for Immigration Patriots?

Mickey’s Single Issue Voter’s Guide: Suppose you were a single issue voter, and your single issue was immigration. Specifically, you were opposed to legislation that combines some form of amnesty (legalization of existing illegal immigrants) with tougher border enforcement. If so, you would probably be pretty depressed right now–three of the four leading presidential candidates explicitly favor such “comprehensive” reform. The fourth, Mitt Romney is the least likely to win. And even he’s suspected of being a closet comprehensivist.

But you still have to vote. Before you did, you’d want to ask: Which of the three pro-legalization candidates is least likely to accomplish their legislative goal? When you think about it this way, a clear and somewhat surprising ranking of top three emerges.

1) Hillary Clinton would probably be the best president for anti-comprehensivists. She’s cautious. She’s been burned by GOP opposition before (to her 1994 health plan). Is she really going attempt both health care reform and immigration reform in her first two years? Remember, Rahm Emmanuel’s swing-state Democratic congressmen typically ran tough-on-illegals campaigns. They’re squeamish about voting for “amnesty.” If Hillary is president (meaning John McCain isn’t president) the Republicans are likely to unite against a Democratic legalization plan. Meanwhile, Hillary’s political adviser James Carville is on record suggesting that legalization, like welfare, is a potential election-loser. Hillary suppporter Paul Krugman seems one of those remaining economists who actually believe in supply and demand–i.e., that an increase in the supply of immigrant labor can drive down unskilled wages. And Hillary herself has made anti-illegals noises in the past, including reversing her endorsement of Gov. Spitzer’s drivers license plan.

2) Barack Obama, on the other hand, may actually believe his standard-left immigration positons. He’s shown an ability to bridge the partisan divide and get things done. All deeply troubling, in this case.. But at least he too would have a hard time getting both a health care plan and immigration legislation through Congress against opposition from Republicans (McCain having lost).

3) President McCain would seem like a replay of George W. Bush. Bush couldn’t get his “comprehensive” immigration plan through, even with a Democratic Congress. What would be different with McCain? Quite a bit. a) McCain’s likely to be more popular, at least if Iraq continues to improve; b) The Democrats are likely to have bigger Congressional majorities; c) McCain might be able to claim voter validation of his long-standing pro-legalization views. Certainly the Republicans wouldn’t be united against a McCain “comprehensive” bill. Unlike Clinton and Obama, McCain doesn’t have ambitious New Dealish health legislation that would compete for his and Congress’ time and energy.

True, it would still be difficult to pass a McCainish immigration plan–you can imagine the Democrats splitting just like Republicans when faced with something that might actually become law. McCain would have campaigned on his pledge to secure the borders–his current plan for a quickie assurance by “border state” governors might be too transparent a ploy (especially if the press was reporting a continuing flow of illegals). Nevertheless,,McCain seems clearly the worst of the three possibilities, from an anti-comprehensivist perspective.

I’m not saying voters should be single-issue voters. I’m not saying I’m going to vote for Hillary. I’m just saying …

P.S.: OK,, I’m not just just saying. If I thought either Clinton or Obama would do a much better job on health care, that would be one thing. But both seem well-positioned to actually pass some big, broad health plan. An immigration plan, on the other hand, seems much iffier. It could pass or fail depending on who’s president. And, unlike a health care plan, an immigration legalization bill is likely to have large, irreversible consequences. Misconceived health plans can be altered or repealed (remember “catastrophic insurance”?). But if a misconceived immigration amnesty attracts millions of new illegal entrants who then have to be given citizenship–on top of the new citizens created by the amnesty itself–it won’t just lower unskilled wages etc. It will profoundly alter the very electorate that will have to consider any future change of course.

In this context, single-issue voting could be a highly responsible course.

Vote Hillary. She won’t get it done!

LA RAZA WILL GET $5 MILLION IN 2008 and $10 MILLION FOR EVERY YEAR AFTER THAT ! ! ! Hope Fund Act of 2007 (H.R. 1999) To authorize appropriations for assistance for the National Council of La Raza and the Raza Development Fund.

The Secretary of Housing and Urban Development shall, to the extent amounts are made available pursuant to subsection (b), make a grant to the National Council of La Raza for the purpose of providing technical and financial assistance to local non-profit organizations to undertake community development and affordable housing projects and programs serving low-and moderate-income households, particularly through organizations located in neighborhoods with substantial populations of income-disadvantaged households of Hispanic origin.

Assistance provided by the Secretary under this section may be used by the National Council of La Raza or the Raza Development Fund to–Provide technical and financial assistance for site acquisition and development, construction financing, and short-and long-term financing for housing, community facilities, and economic development; leverage capital from private entities, including private financial institutions, insurance companies, and private philanthropic organizations; provide technical assistance, training, support, and advice to develop the management, financial, and administrative capabilities of housing development organizations serving low-income households, including Hispanic households; And conduct such other activities as may be determined by the Secretary and the National Council of La Raza.( And this means ANY THING THEY WANT TO USE IT FOR!)

Authorization of Appropriations- There is authorized to be appropriated for grants under this section– $5,000,000 for fiscal year 2008; and $10,000,000 for each fiscal year thereafter. 4/23/2007: Referred to the House Committee on Financial Services. The Republican frontrunner says he will not move forward with earned legalization until certification is complete.

Tagged by some conservatives as “the amnesty guy,” McCain has said that enlisting border governors is a necessary step for restoring the public’s confidence that immigration is being brought under control.

Appearing on Bill O’Reilly’s program in August, McCain pointed to the Democratic governor of his home state of Arizona as key to his proposal. “If the governor of my state, who happens to be a Democrat, would be forced she would certify that the border is secure it would be secure,” said McCain. “And that would give credibility.”

“You’d have to have all the border state governors certify it,” he added. “I think that would give credibility to our claim in Washington.”

While border certification has proved to be a useful talking point for McCain, Arizona’s governor has not been consulted by McCain on certification and she said she considers it unworkable.

“The certification issue sounds good,” said Janet Napolitano, the governor of Arizona, in an interview with ABCNews.com, “but it is a snapshot, not a sustained presence, and a snapshot could vary greatly within any given state within any given year.”

By relying on governors to certify that the border is secure, McCain is shirking responsibility, Napolitano said.

“If you make certification the only criteria for whether you then move into overall immigration reform, what I would be leery of is putting up a process by which you never have to take responsibility for overall immigration reform,” she said.

Napolitano has endorsed Democrat Sen. Barack Obama for president.

Asked how certification would work if the governor of Arizona thinks it is nothing more than “a snapshot,” McCain ignored the criticism and instead pointed to the ways in which Texas, where he enjoys the endorsement of Gov. Rick Perry, has gotten involved in beefing up border security.

“Look,” said McCain, in an interview with ABC News’ Ron Claiborne, “if a nation can’t secure its borders then a government can’t carry out its responsibilities to the people, because that’s our first obligation. I believe we can. I obviously believe that once you do that then we have the tamper-proof documents and stuff.”

“People want the borders secured first,” he continued. “We’ve got to do that for them, so that we can satisfy their major concern which is national security.”

Mc Amnesty is so full of himself. It is pretty bad when an open border pro illegal governor doesn’t support his plan and believes it unworkable. This is another instance of where a wink and a nod would certify the border as secure and amnesty would be at the front door.

Congress Poised to Give Tax Rebates to Illegal Aliens
Call Your Senators Now!

The economic stimulus package traveling through Congress right now does nothing to stop the IRS from issuing rebate checks to illegal aliens. Please call your Senators now and urge them to take action!

Yesterday, the House of Representatives passed H.R.5140, the economic stimulus package, by a vote of 385-35. As many of you have already learned from news outlets, the economic package includes tax rebates of $600 for individual taxpayers and $1,200 for couples. However, this package—thrown together within days—allows the IRS to send tax rebate checks to illegal aliens!

The issue stems from defining who is eligible for a tax rebate. In drafting H.R.5140, Congress left gaping loopholes. Section 101 excludes “nonresident aliens” from being eligible, but this is essentially meaningless as the IRS does not determine whether an individual is a “nonresident alien” based on his or her immigration status. Moreover, it does not address the eligibility of illegal aliens who send in tax returns using stolen or false social security numbers.

At a minimum, the IRS should be required to screen the numbers (whether individual taxpayer identification numbers (ITINs) or social security numbers (SSNs)) used to issue the checks to ensure they match the name of the taxpayer in question. If a name and number do not match, the IRS should be prohibited from issuing a tax rebate check. Senator John Ensign (R-NV) has filed an amendment to affect this change, but we do not know whether he will even be allowed to offer it.

H.R.5140 is now in the Senate and will go through the Senate Finance Committee this afternoon. From there, Senate staffers indicate it will go quickly to the floor. PLEASE TAKE ACTION NOW!

We urge all FAIR members, activists and friends to call their Senators now and urge them to fix the loopholes in H.R. 5140 that allow illegal aliens to get tax rebate checks. After calling your own Senators, please call the Senators who sit on the Finance Committee and urge them to take action too.
